Amendment in the nature of a substitute sought to: (1) reduce the authorizations contained in the bill by $1.15 billion; (2) eliminate all new programs added in Committee; (3) eliminate certain reporting requirements placed on States and localities including opportunity-to-learn standards; (4) streamline waiver provisions; (5) authorize public school choice programs for chapter 1 students; (6) prohibit the use of funds for family planning and reproductive health services; and (7) restore the Governors' funds for drug-free schools and communities.
