- Amendment deletes title VIII which contained the habeas corpus provisions of the bill.
- Purpose
- An amendment to delete the habeas corpus provisions of the bill, which would limit to one the number of federal appeals allowed for prisoners facing death sentences. The provisions of the bill require all prisoners sentenced to death to file federal appeals within one year after their state appeals have been exhausted. The provisions in the bill to require lawyers for defendants in capital cases to have experience in death row appeals would also be striken by the Hyde amendment.
