Purpose
An amendment in the nature of a substitute to reduce defense budget authority by $16.8 billion and defense outlays by $9.0 billion in FY 1995. Over 5 years the proposed reductions in defense budget authority and outlays total $175.1 billion and $125.3 billion, respectively. The substitute proposes to shift these funds to such domestic programs as education, job training, crime prevention, and veterans programs. The substitute assumes enactment of a tax on assault weapons, handguns, and ammunition.
