- Amendment in the nature of a substitute sought to limit Federal outlays in a year to 19 percent of the Gross National Product for that year, unless three-fifths of the membership of the House and the Senate voted to waive such restriction; and would have also provided for a Presidential line-item veto.
- Purpose
- An amendment in the nature of a substitute that is similar to the original text, but would differ in the following respects: The amendment would limit federal outlays to 19% of the GNP for that year, unless 3/5 of the membership of the House and the Senate voted to waive the restriction. The amendment would also grant the President line-item veto authority. A 2/3 majority would be required to override the line-item veto.
