- An amendment in the nature of a substitute which would reduce the total budget authority recommended by the Committee on the Budget by $2.4 billion for FY 1995 by reducing the budget authority for defense programs by $2.4 billion for FY 1995, from $263.3 billion recommended by the Committee and the President to $260.9 billion.
