Amendment originally sought to prohibit any local educational agency that receives funds under the bill from implementing or carrying out any program or activity which has either the purpose or effect of promoting homosexuality as a positive lifestyle alternative. \ As amended by the Unsoeld amendment (A042), language was added prohibiting the use of funds to distribute obscene material to minors on school grounds; and clarified that nothing in the amendment is intended to be construed as asserting Federal control over a school's curriculum.
