Amendment originally sought to require mandatory coverage of Members of Congress under the independent counsel law. \ As amended by the Bryant substitute amendment (A007), the above was replaced with language which permits the Attorney General to appoint an independent counsel to investigate and prosecute Members of Congress for violations of Federal criminal law.
