Amendments en bloc: (1) permit educational awards to be used within 7 years of the completion of service, rather than 5 years, as provided in the bill as reported; (2) establish as a new service category programs which seek to alleviate and eliminate hunger; (3) clarify that the Urban Youth Corps contemplated by the bill would reside in the Department of Transportation and the Department of Housing and Urban Development; (4) clarify language relating to the improvement, leasing, and disposition of property by the Corporation for National Service; (5) improve the coordination of national service programs with the activities of Federal agencies; (6) add to programs of national significance in the Retired Senior Volunteer Program, programs that provide health, education, and welfare services that augment the activities of State and local agencies; (7) require program sponsors to comply with buy-America provisions in using funds appropriated under the act; (8) require that any person found to have mislabeled goods "Made in America" be ineligible to receive funds under the act; (9) permit disaster prevention and relief efforts in response to an emergency or major disaster to be carried out on State, local, or private lands, rather than on only Federal lands as provided in the bill; (10) provide that no leave pro.ided to a program participant under the Family and Medical Leave Act may be counted toward the fulfillment of a term of national service; and (11) provide that no action involving the obligation or expenditure of funds under a national service law may be taken until the Corporation for National Service has sufficient appropriations available for that purpose.

Purpose
An amendment comprised of ten amendments offered en bloc to extend the period of time within which a national service participant must use his or her educational award from five years to seven years after service is completed; to add to the list of the types of programs eligible for assistance under the bill programs that seek to eliminate hunger in communities and rural areas; to specify that the agencies that would be responsible for establishing the Urban Youth Corps would be the Transportation Department and the Housing and Urban Affairs Department; to prohibit the Corporation for National Service, or its Chairperson, from allocating, expending, or transferring to any other federal agency funds made available under this act for construction, repairs, or capital improvement without the prior concurrence of the House Public Works and Transportation Committee and the Senate Environment and Public Works Committee; to prohibit the corporation or its chairperson from entering into a lease for real property or from disposing of surplus real property without such prior concurrence of the two aforementioned committees; to require the Board of the Corporation for National Service to review programs or projects conducted or funded by the Corporation in order to improve the coordination between the national service programs and othe. federal programs dealing with those who participate in the communities that benefit from national service activities; to include among the programs of national significance under the Retired and Senior Volunteer programs, programs that provide health, education, and welfare services that augment the services provided by state and local agencies; to provide that no funds may be made available under the bill to any entity that does not certify that all its employees are authorized to work in the United States; to enforce the "Made in America" labeling provisions; to implement the "Buy American" provisions; to authorize the Public Lands Corps to carry out appropriate projects on all federal and non-federal lands as part of a disaster prevention or relief efforts in response to an emergency or major disaster declared by the President; to provide that no leave provided under the Family and Medical Leave Act may be counted towards civil service retirement; and to provide that no action involving the obligation or expenditure of funds under a national service law may be taken until the Corporation for National Service has sufficient appropriations available to satisfy that obligation or expenditure.
