An amendment consisting of several amendments offered en bloc which would, among other things, do the following: establish programs designed to reduce excessive student mobility; provide grants to assist local communities affected by hate crimes; specify that no State may receive less funds under the provisions of the bill relating to basic grants to local educational agencies for FY 1995 and 1996 than it received in the preceding year; increase the Title I minimum for state administrative grants from $325,000 to $375,000; establish a mentoring program for elementary students formerly enrolled in Head Start; require each state to develop plans designed to support the family unit; clarify that states are authorized to withhold or transfer funds from schools that fail to make adequate yearly progress towards enabling Title I children to meet clearly defined objectives.
