- Purpose
- An amendment to require a decrease of 252,000 full-time federal employees by FY 1999. Under the provisions of the amendment, the levels of full-time federal employees would be reduced by approximately 40,000 positions each year to a maximum total of 1.88 million federal employees by FY 1999. If the total exceeded the maximum allowed, no agency could hire any employee for any position until the number fell below the ceiling set for the fiscal year.
