Amendments en bloc: (1) require that authorized funds comply with the Buy American Act; (2) prohibit the awarding of contracts to foreign firms unless there exists trade reciprocity with that country; (3) prohibit the use of funds to conduct the 'Safeguard C' program; (4) clarify the exclusion of military architectural and engineering contracts under the small business competitiveness demonstration program; (5) convey certain light observation aircraft to a nonprofit search and rescue group in FL; (6) provide for the redesignation of the Hanford Arid Lands Ecology Reserve in WA; (7) limit the use of Government facilities for certain master ship repair agreements; (8) provide for a study on expanding the law enforcement placement program to include the Border Patrol; (9) establish a National Commission on Arms Control; (10) establish procedures for State and local governments to buy law enforcement equipment in conjunction with DOD; (11) limit the removal or disposal of personal property and equipment in connection with the closure or major realignment of military installations; (12) require the Secretary of Defense to give preference to local and small businesses when certain base closure contracts are awarded; (13) restrict the use of funds to construct a chemical munitions disposal facility in AL; (14) initiate a feasi.ility study to guarantee assistance to communities adversely affected by base closures; (15) clarify the use of funds appropriated to the South Carolina Research Authority; (16) clarify certain threshold levels relating to DOD paperwork requirements; (17) authorize the Army to dispose of certain commercially usable equipment; (18) delete language relating to the closure of Senior ROTC units; (19) increase funds for Army National Guard by $4,867,000; (20) establish criteria for shipyards to be eligible to participate in National Shipbuilding Initiative programs; (21) require guidelines for providing humanitarian and civic assistance; (22) prohibit competition between DOD and small businesses in regards to procurement practices; (23) authorize funds for termination costs for the F-16 aircraft program; (24) require DOD to report to Congress on the education Impact Aid program; (25) establish a period for citizen comments on the chemical demilitarization program; (26) express the sense of Congress regarding U.S. policy on plutonium; (27) express the sense of Congress regarding North Korea and the Treaty on the Non-Proliferation of Nuclear Weapons; (28) permit the conveyance of surplus real property at Fort Ord, CA to the University of California and California State University; (29) authorize long-term leases for certain roll-on/roll-off vessels; and (30) express support for the Ballistic Missile Defense Clementine Satellite Project.
