- Purpose
- An amendment to cut federal spending by $90.4 billion over the next 5 years. The amendment includes Medicare cuts of $34.2 billion, including means-testing the Medicare Part B premium and the Medicare hospital deductible and imposing 20% coinsurance for home health and clinical laboratory services. It also includes other entitlement cuts and user fee increases totaling $3.7 billion. In addition, the amendment cuts discretionary spending by $52.5 billion, including savings from cutting the federal workforce by 252,000 positions, making recissions in FY 1994 appropriations, and making changes in permanent authorizations. The amendment establishes a new Cabinet-level Department of Science, Space, Energy, and Technology, changes Superfund treatment methods, and amends the Davis-Bacon "prevailing wage" law.
