- An amendment in the nature of a substitute consisting of the identical text of the bill made in order by H. Res. 320. The amendment would reduce federal spending by $37.1 billion over five years by reducing the federal workforce by 252,000 over five years, incorporating $2.6 billion in FY 1994 rescissions reported by the Committee on Appropriations, and adopting many of the recommendations proposed by the Vice President's National Performance Review.
