Amendment in the nature of a substitute delays the White House Conference on Small Business and authorizes the appointment of new commissioners to organize the conference; increases the authorization for the development company loan and debenture guarantee programs; amends the small business development center program; and reduces the cost of the 7(a) loan guarantee program of the Small Business Administration.
