Purpose
An amendment comprised of several amendments offered en bloc to extend the authority of the RTC which is set to end on Oct. 1, 1993, for 18 months, until Apr. 1, 1995 in order to permit the RTC to have time to use the funds released in the bill to complete its assigned mission; to reduce the SAIF authorization in the bill for lost funds to $8 billion, compared to the $16 billion in the bill; to make the provisions of the bill pertaining to affordable housing and minority preference budget neutral by making the affordable housing provisions subject to appropriations (and thus under discretionary spending caps) and by subjecting the women and minority preference provisions to competitive contracting procedures.
