- Mr. Dingell raised a point of order against the Smith (IA) amendment (A003). Mr. Dingell stated that the amendment, which places a prohibition on the funds appropriated in the bill to be used to carry out provisions of the International Travel Act, was a limitation on an appropriation and was not in order to be considered at the present point in the bill. The Chair sustained the point of order.
