Amendments clarify that mineral activities will be regulated only on Federal lands; ensure that the EPA will be consulted prior to the issuance of exploration or operations permits; clarify that the introduction of nonnative species during revegetation will be permissible only in certain situations; clarify the need to protect fish and wildlife resources during mining and reclamation; extend the permit block sanction to violations of toxic waste laws; and clarify that certain environmental laws will not be affected by the provisions of this bill.
