Amendments: (1) establish an overall cap of $1.2 billion on the amounts that may be appropriated in fiscal year 1995 for the Maritime Security Fleet Program; (2) ensure that the expertise of the Department of Agriculture and other Federal agencies will be drawn upon when the terms of ocean transportation of Government cargoes are determined; and (3) direct the Secretary of Transportation to increase shipments of Government cargoes through the Great Lakes.
