Amendments: (1) require that funds expended under this Act comply with the Buy American Act; (2) state as the sense of Congress that only American-made equipment and products be purchased with funds provided by this Act; and (3) remove from the eligibility list any vessel which knowingly carries cargo that bears a false "Made in America" label.

- Purpose
- An amendment consisting of two amendments offered en bloc to do the following: 1. Disqualify any ship from receiving operating subsidies if that ship owner or operator knowingly transports foreign-made goods to the U.S. with falsified "Made in America" lables or inscriptions. 2. Stipulates that funds made available in the bill may only be expended to persons or parties who agree to comply with the Buy American Act.
