- Amendment provides that the National Endowment for the Arts may not increase its direct grant to any State which has decreased its own funding for the arts from a 3-year average base level.

- An amendment to freeze each state's allocation of NEA funding to an amount equivalent to the funding level of the preceding year, if the state's current year funding for the arts is less than the average annual amount it spent on the arts during the three preceding years.
