- An amendment in the nature of a substitute replacing the exiting provisions of the bill with new provisions which authorize $400 million in funding to local school districts, to be used only for four uses: merit schools, model schools, school choice programs, and decentralized management programs involving parents. The amendment stipulates that 25% of the funds received by a school district must be spent on a school choice program.
