Amendments en bloc: (1) require that proposed new occupational skill standards must meet or exceed existing standards; (2) add a new national educational goal relating to increased parental participation; (3) require that funds under this bill must be expended consistent with the Buy American Act; (4) expand the eligibility of title VI grants to ensure the inclusion of parents as teachers programs; (5) authorize title VI funds to be used for planning and implementation of activities to coordinate title VI services with those under other Federal programs; and (6) include metric measurement in the objectives under national education goal No. 5, relating to mathematics and science.

- Purpose
- An amendment consisting of the following amendments printed in House Report 103-288 and offered en bloc: No. 2 (Kildee) stipulating that any proposed new occupational skill standards for an occupation or industry must meet or exceed existing standards; No. 4 (McCurdy) adding as a new national educational goal for the year 2000 that schools and homes establish partnerships to increase parental involvement in promoting the social, emotional and academic growth of children; No. 5 (Traficant) stipulating that recipients of funds under the bill should purchase only American-made goods; No. 6 (Wheat) providing grant eligibility for Parents as Teachers programs; No. 7 (Watt) to permit funds under the Parental information and Resource Centers program to be used to coordinate with other federal educational programs; No. 8 (Brown) to include use of the metric system of measurement in math and science education.
