Amendment originally sought to require the use of child safety restraint systems on commercial aircraft. \ As amended by the Oberstar substitute amendment (A005), the above was replaced with language that requires the Secretary of Transportation to issue regulations requiring an air carrier to provide child safety restraint systems, upon the request of a revenue passenger on behalf of a revenue child passenger, on all interstate, intrastate, and overseas air transportation.
