Amendments en bloc: (1) prohibit the use of DOD funds for certain plutonium storage by Russia; (2) reallocate $35 million in drug interdiction funds with $15 million added to humanitarian assistance and $20 million added to the Commanders in Chiefs' initiative fund; (3) make a technical correction to the definition of low-yield nuclear weapons; (4) require the Inspector General to reinvestigate certain cases of death of members of the armed forces caused by self-inflicted wounds; (5) establish a DOD lyme disease program; (6) require defense contractors to report to DOD all transactions with terrorist countries during the preceding three years; (7) add language establishing U.S. policy concerning stopping the spread of nuclear weapons; (8) continue certain percentage limitations on the performance of depot-level maintenance; (9) require a demonstration project to establish regional retraining services clearinghouses; (10) establish procedures for the transfer or lease of property at DOE weapon production facilities; (11) establish a program to support international activities with respect to the nonproliferation of weapons of mass destruction; (12) prohibit the use of funds for the advanced liquid metal reactor; (13) reallocate $2 million for a study of the requirements for the incorporation of an electronics softwar. upgrade into the M1A2 tank, and $8 million for "Horizontal Battlefield Integration"; and (14) require a report to Congress regarding the closure of health care facilities of the uniformed services, and the sale of pharmaceuticals by mail or in the retail pharmacy network.
