Amendment sought to authorize $33 million in order to: (1) authorize the Defense Department to help create a U.N. peacekeeping operations center; (2) authorize the training of units from other countries in peacekeeping techniques; and (3) authorize military-to-military contacts around the world for the purpose of impressing upon foreign armed forces the appropriate role of the military in a democracy.
