Amendment sought to provide that the President should enter into agreements with nations that host U.S. Armed Forces, under which those nations will agree to assume, beginning on or before September 30, 1996, 100 percent of the costs incurred by the United States related to the presence of U.S. military personnel stationed in that country.
Purpose
An amendment whcih requires Europe, Korea, and Japan to assume all costs of maintaining U.S. troops in those countries by Sept. 30, 1996. If host-nation agreements are not reached by that date, then the U.S. will have four years through Sept. 30, 2000 to withdraw all of its troops from those nations. All savings from such actions are to be used for deficit reduction.
