Purpose
An amendment comprised of several amendments offered en bloc to permit a state or other grant recipient to fund its own health insurance policy for national service participants, if the fair market value of that health plan is equal to or greater than the fair market value of a plan that meets the Corporation's standards; to prohibit any member of the board of the Corporation for National Service from participating in any discussion or decision about grants if there is pending before the Corporation a grant application from a program or organization the Member represents, or had been employed by during the year prior to the submission of the application; to clarify that approved national service programs are required to provide a living allowance only to full-time participants; to provide that the Corporation could waive or reduce the requirement for providing a living allowance--if the requirement is inconsistent with the purposes of the program, and if the living allowance provided to full-time participants is sufficient to meet the necessary costs of living in the area in which the program is located; to make clear that the bill authorizes no new funds for the Public Lands Corps and the Urban Youth Corps, and that the relevant Departments would use existing structures to create such a corps.
