Amendments en bloc: (1) waive sections of the Maritime Act of 1920 to allow 19 private vessels to be documented in order to engage in domestic maritime commerce; (2) prohibit for one year the Department of Transportation from approving the transfer of any oceangoing U.S.-flag vessel over 3,000 gross tons to a foreign registry; and (3) enable the Coast Guard to recruit graduates from State Maritime Academies. \ As amended by the Gejdenson amendment (A002) and the Stearns amendment (A003), two vessels were added to the above list of vessels that will be granted waivers to the Maritime Act. \ As amended by the Traficant amendment (A004), language was added that: (1) requires that funds expended under this Act comply with the Buy American Act; (2) states as the sense of Congress that only American-made equipment and products be purchased with funds provided by this Act; and (3) calls for a prohibition against contracts being awarded to persons who have improperly used the "Made in America" label.

- An amendment consisting of several amendments made in order by the rule to do the following: 1. Waive maritime statutes to allow 19 private vessels to be documented for the purpose of engaging in domestic maritime commerce; 2. prohibit the Department of Transportation from approving the transfer of any U.S. oceangoing vessels over 3,000 tons to a foreign registry until January 1, 1995; 3. facilitate the integration of a new Coast Guard Reserve program at state maritime academies.
