Amendments en bloc: (1) grant the Coast Guard 18 months to complete plans for the relocation and preservation of the Cape Cod lighthouse; (2) clarify the responsibilities of the Coast Guard and the State of Michigan concerning the regulation of a vessel operating on the Cass River in Frankenmuth, Michigan; (3) clarify that funds from the oil spill liability trust fund are to be used to carry out the purposes of the Oil Pollution Act of 1990; (4) require that funds expended under this Act comply with the Buy American Act; (5) state as the sense of Congress that only American-made equipment and products be purchased with funds provided by this Act; and (6) call for a prohibition against contracts being awarded to persons who have improperly used the "Made in America" label.
