- Mr. Stokes raised a point of order against the Coleman amendment (A007). Mr. Stokes stated that the provisions of the amendment, providing for a $80 million cut of funds from Water Infrastructure/State Revolving Funds account to finance wastewater treatment in Texas, New Mexico, Arizona and Mexicali Mexico constituted authorization on an appropriations bill and was, therefore, in violation of the House rules. The Chair sustained the point of order.
