Amendment in the nature of a substitute provides the President with a modified line-item veto. It authorizes the President to rescind individual items in appropriations acts and to submit to the House a bill for that purpose. It establishes procedures for both Houses to consider either the President's proposed rescissions or alternative rescissions proposed by the Appropriations Committees of both Houses.
