- Amendment sought to provide that before funds could be made available for the National Service Trust Program, existing student financial aid programs would have to be funded.
- Purpose
- An amendment prohibiting the funding of the national service program until the following conditions are met: 1. Work study, supplemental educational opportunity grants, and Perkins Loans programs are funded at FY 1993 levels; 2. the State Student Incentive Grant program is funded at the FY 1993 level; 3. the Pell Grant program is funded at a level sufficient to return the maximum grant award to the FY level of $2,400.
