- Purpose
- An amendment expressing that it is the sense of Congress that the President should encourage the Independent States of the former Soviet Union to eventually reimburse the U.S. for provided assistance, and that at least $744 million of the funds authorized in the bill be obligated with the understanding that they will be reimbursed.
