Amendments en bloc: (1) make technical changes to personnel and organizational provisions, and correct definition and mathematical errors; (2) call for changes in the U.S. assessment for U.N. international peacekeeping activities; (3) express the sense of Congress that the President should include, as a condition of membership in any major international organization, a requirement that the international organization have effective internal audit and efficiency review procedures; (4) establish that it is the policy of the U.S. to promote the right to food and the right to medical care as basic human rights; and (5) make minor changes to the provisions of the bill relating to the Arms Control and Disarmament Agency.

- An amendment comprised of several amendments offered en bloc consisting of the following amendments printed in House Report 103-132: Amendment No. 5 (Berman, as modified) making technical changes to various personnel and organizational provisions in the bill; No. 8 (Snowe, as modified) to reform the U.S. funding procedures of U.N. international peacekeeping activities; No. 9 (Snowe, as modified) expressing the sense of Congress that the President should include, as a condition of membership in any major international organization, a requirement that the international organization have effective internal audit and efficiency review procedures; No. 10 (Hall OH) to establish that it is the policy of the U.S. to promote the right to food and the right to medical care as basic human rights; No. 12 (Berman) making minor changes to the provisions of the bill relating to the Arms Control and Disarmament Agency.
