An amendment comprised of a series of amendments offered en bloc consisting of the following amendments printed in H. Rept. 103-32, as modified: Amendment No. 6 (Durbin) placing conditions on aid to Russia, tied to significant progress being made on the removal of Russian troops from the Baltic States or the completion of agreements with those states on troop removal; No. 8 (Fazio) barring military education/training funds for India unless the President certifies that the Indian government has adequately addressed human rights problems in various Indian states; No. 9 (Traficant) requiring foreign aid recipients to buy products/services in America; No. 10 (Traficant) to terminate aid to any country which uses aid for an unauthorized purpose; No. 12 (Valentine) requiring the President to incorporate into the annual budget request an integrated justification for all foreign assistance programs; No. 13 (Collins, MI) to require at least 10% of annual economic assistance funds to be used to procure U.S. goods or services; No. 14 (Molinari) directing the President to urge an increase from 20 to 50 in the number of Conference on Security and Cooperation in Europe observer missions in Kosovo; No. 15 (Molinari) directing the President to urge the United Nations Security Council to redeploy UN Protection Forces to Kosovo.
