Amendments en bloc: (1) condition aid to Russia on further progress being made on the removal of Russian troops from the Baltic States; (2) condition military education/training funds for India on improved respect for human rights; (3) set forth conditions on the procurement of goods and services outside the United States; (4) prohibit assistance to countries that have violated U.S. aid contracts; (5) require the President to submit an annual foreign assistance justification report to Congress; (6) require that at least 10% of foreign economic assistance funds be made available to minority and disadvantaged enterprises; (7) direct the President to urge the United Nations Security Council to deploy UN troops to Kosovo; and (8) urge the Conference on Security and Cooperation in Europe to increase the number of observer missions in Kosovo.
