- Amendment clarifies that in order for a foreign-owned firm to participate in the competitiveness programs and resources authorized by this bill, U.S. firms must have reciprocal access to foreign competitiveness programs and resources.
- Purpose
- An amendment which clarifies when foreign-owned companies can qualify for participation in the programs authorized in the bill. Under the terms of the amendment, foreign-owned firms whose home countries maintain reciprocity and have an open and transparent standards-setting process may participate.
