Amendment: (1) requires that funds expended under this Act comply with the Buy American Act; (2) states as the sense of Congress that only American-made equipment and products be purchased with funds provided by this Act; and (3) calls for a prohibition against contracts being awarded to persons who have improperly used the "Made in America" label.
