- Purpose
- An amendment that would permit the President to transfer to the State Department a portion of the funding made available for bilateral foreign assistance in fiscal years 1994 and 1995, to be used for the expenses of U.S. diplomatic and consular posts abroad (including staffing costs). Such transfers would be limited to 0.75% of the aggregate amount available that fiscal year for bilateral foreign assistance programs, and could be made only from funds that are not earmarked for a specified country, organization, or purpose. The amendment would require the President to provide Congress at least 15 days advance notice of a transfer, in accordance with normal reprogramming procedures.
