Amendment originally sought to abolish the Agency for International Development; limit to 50 the number of countries receiving development and other economic assistance; and provide that countries in default on the repayment of foreign assistance loans for a period of more than 3 months shall be ineligible to receive foreign assistance. \ As amended by the Hamilton substitute amendment (A004), the above was replaced with language that retains the Agency for International Development, but terminates development assistance authorities at the end of FY 1995, and makes changes in the current administration of foreign assistance programs.

- Purpose
- An amendment which makes several additions to the bill's requirement that the President submit a plan to Congress for reform of U.S. foreign assistance programs by stipulating that as part of the reform plan, all foreign assistance must include four objectives: expansion of economic opportunities, meeting of basic human needs, promotion of environmental protection, and strengthening of pluralism and democratic participation. The amendment also provides that a country in default of any foreign assistance loans for longer than three months will be ineligible to receive additional foreign assistance. Under the amendment, the reform plan must also propose an increase in funds for the procurement of U.S. products through tied aid and other programs, as well as provide for a reduction in the number of countries receiving economic assistance. Lastly, the amendment abolishes the Agency for International Development as of Sept. 30, 1994.
