Purpose
An amendment which makes several additions to the bill's requirement that the President submit a plan to Congress for reform of U.S. foreign assistance programs by stipulating that as part of the reform plan, all foreign assistance must include four objectives: expansion of economic opportunities, meeting of basic human needs, promotion of environmental protection, and strengthening of pluralism and democratic participation. The amendment also provides that a country in default of any foreign assistance loans for longer than three months will be ineligible to receive additional foreign assistance. Under the amendment, the reform plan must also propose an increase in funds for the procurement of U.S. products through tied aid and other programs, as well as provide for a reduction in the number of countries receiving economic assistance. Lastly, the amendment abolishes the Agency for International Development as of Sept. 30, 1994.
