Amendment: (1) requires the Secretary of Commerce to conduct a six month study on how best to implement the Advanced Technology Program's large scale research and development consortia provisions; (2) gives the Secretary discretion to implement the program based on the above study; (3) requires the Secretary to establish criteria for evaluating the progress of consortia; and (4) lowers the threshold for government support from $50 to $30 million.
