- Amendment in the nature of a substitute sought to reduce deficit expenditures by $355 billion over five years by providing $226 billion in discretionary spending cuts and $129 billion in entitlement cuts. It did not provide tax increases on energy use or Social Security.
- Purpose
- An amendment in the nature of a substitute to reduce deficit expenditures by $352 billion over five years without increasing revenues. The amendment achieves its deficit reductions primarily by reducing $226 billion in discretionary spending over five years (compared with $120 billion in the bill), and $129 billion in entitlement cuts (compared with $42 billion in the bill). The amendment contains none of the provisions in the bill for childhood immunization, Earned Income Tax Credit expansion, or Food Stamp expansion, and makes important changes to the budget process, such as requiring a 3/5 majority vote in the House on certain budget matters, and changing the budget resolution from a concurrent resolution to a joint resolution--which would require a presidential signature.
