- Amendments sought to delete language which provides the Secretary of Commerce with the financing authority necessary to carry out the Civilian Technology Loan Development Program established in title III.
- Purpose
- An amendment to eliminate the authority of the Department of Commerce to purchase preferred stock or guarantees in civilian technology development companies licensed by the department's Civilian Technology Loan Development Program. The amendment would also eliminate the department's authority to issue trust certificates representing ownership of all or part of preferred securities issued by licensed technology development enterprises.
