Amendment originally sought to require Title X clinics to distribute only those condoms which meet minimum standards established by the FDA for the prevention of pregnancy and transmission of sexually transmitted diseases. \ As amended by the Waxman amendment (A006), the above was modified to require that family planning clinics dispense only those condoms that comply with existing FDA requirements and with any subsequently developed requirements about prevention of pregnancies or sexually transmitted diseases.
