Amendment originally sought to require counselors at federally funded family planning clinics to have a professional degree in medicine or osteopathic medicine, nursing, clinical psychology, an allied health profession, or social work. \ As amended by the Waxman amendment (A002), language was added clarifying that information may also be provided by persons who meet the criteria established by the Department of Health and Human Services or who are allowed to provide counseling under State law.
