Purpose
An amendment in the nature of a substitute calling for $495 billion in deficit reduction measures over the next five years--$15 billion less than the committee resolution. The substitute achieves these savings entirely through spending reductions--$290 billion in specified reductions in domestic programs, $145 billion in general governmental savings that affect both defense and non-defense programs, and $60 billion in specified reductions in defense programs. The substitute calls for no changes in revenues which effectively rejects both the revenue increases and reductions in the Clinton tax package as well as the committee resolution.
