- Amendment sought to provide fiscal year 1994 new budget authority of $1,514.5 billion; budget outlays of $1,509.2 billion; budget revenues of $1,256.3 billion; and a budget deficit of $252.9 billion.
- Purpose
- A substitute amendment calling for additional revenue increases and further defense spending cuts beyond those proposed in the resolution. The additional funding would be used for increased domestic spending in education, training, health, commerce and housing credits, income security and child nutrition programs, natural resources and the environment, and Justice Department programs. The amendment would increase net revenue by $41.9 billion ($14.8 billion more than the committee resolution), including an increase in top corporate tax rates to 38% (compared with 36% recommended by the committee proposal) and raising the top rate on capital gains income from 28% to 31%. Defense spending would be cut by $11.4 billion ($3.9 billion more than the committee resolution).
