- Expressing the sense of the Senate that domestic producers should not be asked to continue to bear an unfair share of the Federal income tax burden compared to foreign-controlled competitors and that Congress should move to close tax loopholes that subsidize companies that move their plants outside the United States and that allow foreign corporations to do business in the United States and avoid paying their fair share of taxes.
