To shield small businesses and family farms from President Clinton's proposed tax on the wealthy, to make proprietorships, partnerships, and Subchapter S corporations exempt from President Clinton's proposed increase in the marginal individual income tax rates, and to reduce the add-on spending contained in President Clinton's plan by a corresponding amount so that no deficit increase results from exempting small businesses and family farms from the increased marginal tax rates.
