- Purpose
- An amendment numbered 13 printed in the Congressional Record to provide that Title IV of the bill does not apply to individuals transported on international voyages who are not part of the crew complement or a member of the Stewards department and do not perform watchstanding functions. Such individuals must, however, possess a transportation security card when requirements apply.
