- An amendment numbered 20 printed in the Congressional Record to withhold 10 percent of a state's Byrne Grant and Local Government Law Enforcement Grant funds if the state fails to enact a law requiring those who have been accused of sex crimes to submit to an HIV test within 48 hours of such request.
